Phased transformation delivers improvements for Sacramento families
For the Sacramento Employment and Training Agency (SETA), the modernization of the Northview Early Learning Center represented more than a facilities upgrade—it was an opportunity to reimagine an aging daycare facility as a vibrant, contemporary Head Start center that better serves children, families, and staff. B&D served as project and construction manager for the multi-phase effort, guiding the project from early planning through construction administration.
The project was intentionally phased as funding for the project was limited on an annual basis from federal sources. The first phase, completed in 2022, focused on renovating the existing building and transforming it into a welcoming, age-appropriate learning environment for children ages two to five. Building systems were modernized, interiors refreshed, and functionality improved.
“Projects like Northview are exactly why we do this work,” said B&D’s Cody Carpino, who served as project manager. “We’re incredibly proud to support SETA in creating a modern, welcoming environment for children and families, and to stay engaged across multiple phases to help bring that vision fully to life.”
The work concluded with a second phase that completed the campus transformation in September 2025. This final phase added a new standalone office pod for staff use, along with site improvements that included upgraded playground equipment, parking lot revisions, added landscaping, and improved circulation throughout the center.
By sequencing the work thoughtfully, SETA was able to modernize a critical early-learning facility on its entirety based on available funding. For B&D, the project reflects a long-term commitment to stewardship and consistency, providing hands-on project and construction management from initial planning through ongoing construction.
The result is not just a renovated center, but a renewed investment in early learning that will serve Sacramento’s children, families, and educators for years to come.
